Abstract
To the casual observer the huge General Electric plant in Erie, Pennsylvania, must appear like a forbidden city, completely surrounded by fences and accessible through only two or three manned gates. Daily, thousands of people enter the plant to work and daily a variety of trucks and other vehicles enter and leave. Yet what goes on inside that “city” is hinted at only occasionally by a news announcement of some major order won or by an occasional open house for employees and their families.
