The Great Migration and the Building of PA Route 28

Abstract

Pennsylvania State Route 28, a route that always seems to be under repair or construction, runs for 98 miles from Anderson Street in Pittsburgh northeast to Brockway, where it merges into U.S. Route 219. Around 1930, a crew of Black Americans from the South worked on the stretch between New Bethlehem and Brockway. For the most part, they were accepted into the community, increasing the diversity of what once was a county heavily populated by descendants of the Scots-Irish and Germans who arrived in the 19th century. While the color of their skin provided immediate visibility, they participated fully in community life.
